The 11 numbers can be MTN numbers or other networks. This means that calls to these registered numbers will be at N6.60 per a minute.

How to Register Your First 11 (Family and Friends) Numbers
At the time of writing this post, MTN TruTalk is the default prepaid tariff plan which allows you to make calls at 20k/sec to MTN numbers and 26k/sec to other networks. And enjoy discounted calls at 11k/sec to 11 numbers which can be 11 MTN numbers or 11 numbers of other networks. You have to register the numbers on your First 11 list.

If the number is successfully added, you will receive a message informing you that the phone number has now been added to you First 11 list.
The first 11 numbers you register will be free but whenever you want to change any number, MTN will charge you N50.
Calls to MTN numbers which are not added on your First 11 list will be at 20k/sec while calls to numbers on other networks which are not in your First 11 list will be at 26k/sec.
